The federal holiday list is a statute plus an annual OPM table for federal employees. It is not a national shutdown order. Banks and markets follow it more closely than software firms; hospitals and retailers often do the opposite of offices. If you write “the US is off” into a project plan you will be wrong in both directions: someone in Austin will answer, and someone in a federal contractor shop will not.

Two collisions with Asia
Presidents’ Day sits inside the East Asian lunar-new-year week. A trans-Pacific meeting that week has almost no overlapping working day. Early October is the inverse: mainland China is in Golden Week while the US is at work except for Columbus Day, which is a good week for US-only progress and a bad week to wait for a Chinese company chop.
Thanksgiving through the first full week of January is a longer decision drought than China’s October week. Write “signed this year” as the third Friday of November, not 31 December. That single change removes more year-end drama than any amount of chasing signatures in late December.
Federal, state, market and school — four different clocks
Bond and equity markets follow the exchange calendars, which track federal holidays more faithfully than a SaaS company. If your “US sign-off” is actually a bank’s credit committee, Thanksgiving week is dead from Wednesday. If it is a school-district parent who also happens to be your product owner, Martin Luther King Jr. Day and Presidents’ Day remove them even when their employer is open. Write the person’s name next to the holiday, not the country’s.
State holidays diverge. Some states observe Indigenous Peoples’ Day instead of Columbus Day; others keep neither as a paid day off. Veterans Day on Wednesday 11 November 2026 will close federal buildings and many banks while leaving most technology offices open. Do not invent a national rule from one customer’s experience in Virginia or California.
Juneteenth on Friday 19 June 2026 creates a long weekend that still does not appear in many European shared calendars. Put it in yours once. The same applies to the Friday observed Independence Day: people book travel on Thursday 2 July and are gone. Memorial Day on Monday 25 May aligns with the UK Spring Bank Holiday in 2026 — convenient if your London and New York desks both thin out, awkward if you expected one side to cover the other.
Write the calendar into the contract
“Five business days” is undefined. Name whose headquarters state defines a business day, whether federal observed days count, and whether a Chinese makeup Saturday counts on the other side. Ask US counterparties whether they close on the OPM list or on an internal holiday table. For SLA language that must survive a dispute, prefer “federal business days observed by the New York office of X” over “US business days.” The second phrase invites argument about whether Columbus Day counts. The first phrase can be checked against a public table.
Practical booking habits for Asia–US programmes
- Never put a joint go-live in the week of 16 February 2026.
- Treat the Wednesday before Thanksgiving as a soft freeze for signatures that need a US credit or legal committee.
- If you need a US federal agency action, assume the observed day is real even when private Slack is lively.
- Price US domestic flights around Memorial Day, Independence Day week and Thanksgiving as peak leisure, not business inventory.
- Keep a UK bank-holiday overlay if you have London legal; Easter and August do not align with US federal days.

Year-end and summer: two long soft freezes
From the Monday before Thanksgiving through the first full week of January, treat US decision chains as degraded even on days that are not federal holidays. People take floating holidays, schools are out, and credit committees do not want new packages. If a contract must be signed “this year,” the practical last Friday is the third Friday of November — in 2026 that is 20 November, before Thanksgiving on the 26th. Everything after that is hope dressed as a deadline.
Summer has a lighter but real soft freeze between Memorial Day (25 May) and Labor Day (7 September). Sales cycles slow, hiring managers disappear for week-long trips, and Friday response rates fall. That does not mean you stop shipping; it means you stop expecting same-week legal turns from a US counterparty who also has a beach house. Put buffer into any Asia–US handoff that crosses those weekends.
Working with federal contractors and agencies
When your counterparty is a federal agency or a prime contractor that mirrors OPM, the observed day is real regardless of what private Slack looks like. Independence Day observed on Friday 3 July 2026 will close those desks while a venture-backed startup in Austin stays open. Ask early whether the signature you need is “corporate officer” or “contracting officer.” The second kind disappears on federal holidays; the first kind might only be skiing.
Veterans Day on Wednesday 11 November is the classic trap for mixed teams: federal buildings dark, private offices bright. If your escalation path includes a federal helpdesk, staff a non-federal path that week or accept the gap in writing. Columbus Day on Monday 12 October collides with Japan’s Sports Day and sits just after China’s National Day return — a week when Asia is restarting and parts of the US public sector are off. Do not park a trans-Pacific go-live there.
